Captain Ibrahim Ahmad AlBlooshi brings two decads of maritime leadership to his role as Executive Director of Dubai Ports Authority. With a career that spans global seafaring, petroleum port operations, and maritime regulatory reform, he plays a key role in shaping Dubai’s position as a leading global maritime hub.
Captain AlBlooshi began his career with ADNOC, where he rose through the ranks at sea and ashore, gaining deep operational expertise. He later served as Vice President of Petroleum Ports at ADNOC, overseeing critical strategic initiatives aimed at enhancing efficiency and performance across port operations.
Prior to joining Dubai Ports Authority, Captain AlBlooshi served as Director of Maritime Operations at the Ports, Customs, and Free Zone Corporation (PCFC). In this capacity, he led significant regulatory reforms and played a pivotal role in strengthening maritime oversight. His efforts were instrumental in driving digital transformation, enhancing trade transparency, and elevating compliance standards across Dubai’s maritime sector.
Today, at Dubai Ports Authority, he leads strategic efforts to reinforce Dubai’s position as a global benchmark for maritime innovation, sustainability, and resilience, ensuring the emirate remains at the forefront of international shipping and port excellence.
Captain AlBlooshi holds an Executive MBA in Operations, a Bachelor’s Degree in Applied Nautical Science, and a Master Mariner Certificate of Competency. He is recognized for his strategic vision, operational discipline, and commitment to innovation and sustainability in maritime governance.
